In February 2017, when General Secretary Xi Jinping inspected Beijing, he emphasized the need to strengthen the construction of “Three Science Cities and One Demonstration Area” (Zhongguancun Science City, Huairou Science City, Beijing Future Science City and Beijing Economic-Technological Development Area), deepen the reform of the science and technology system, and strive to build a new high ground for Beijing's economic development. When Cai Qi, secretary of the Beijing Municipal Committee of the Communist Party of China, investigated Beijing Economic-Technological Development Area in November 2017, he clarified the development positioning of "Four Zones and One Area", which is to create a zone for sci-tech achievements with global influence, a demonstration zone for technological innovations, a pioneer zone for deepening reforms, a green urban zone that is livable and workable, and an area for developing high-tech industries.

Create the "four districts with one front" with global influence, including a bearing zone for the S&T achievements transformation, a demonstration zone for technological innovation, a pilot zone for deepening reform, a main front for sophisticated industries, and a livable and business-friendly green urban area.
Looking ahead to 2035, the Beijing Economic-Technological Development Area will be built into a comprehensive development benchmark of a global industrial new city that fully reflects the superiority of the socialist system and possesses the characteristics of moving towards the great rejuvenation of the Chinese nation. It will be more adaptable to new demands, significantly enhance its comprehensive strength, take the lead in achieving high-quality development rates, build a modern economic system, become an important support for the high-quality development of the capital's economy, achieve greater autonomy and control over key core technologies, leading the nation in total factor productivity, and comprehensively embody the new development concepts. The comprehensive influence in the region will be enhanced, the core functions of the city will significantly improve, the urban soft power will be strengthened, and it will synergistically drive the common development of the southern Beijing area, becoming an important industrial radiation core of the world-class Beijing-Tianjin city cluster. A new path of modern governance will be taken, fully demonstrating the process of democratic participation.

Looking forward to 2035, the economic development zone will be built into a global benchmark for comprehensive development of industrial new cities with the characteristics of the capital of a major country towards the great rejuvenation of the Chinese nation, which fully embody the advantages of the socialist system.
The high-standard implementation of the "New Urban Planning of Beijing E-Town (2017-2035)" serves as an exemplary model showcasing comprehensive considerations based on development foundations and resource endowment conditions. By adjusting and optimizing the urban spatial layout, economic structure, and urban-rural pattern, the goal is to establish a framework consisting of "4+3+3" urban functional groups. “4” refers to developing four major industrial functional zones. These zones are designed around specific industries, harnessing the industrial development trends and addressing the requirements for land, energy, talents, and other essential elements. By consolidating resources, attracting investments, and fostering industrial areas with distinctive industrial clustering and integrated urban functions, the aim is to create a sustainable environment conducive to industrial development growth.
We will integrate the northern part of the core area with the East Industrial Zone of Beijing E-Town to create a life and health industry zone, promote the transformation and upgrading of the East Industrial Zone, and construct standard factories in the national biomedical innovation park. The main industries will be biotechnology and the health sector. Integrating the Taihu Headquarters Base and the optoelectronic integrated base to establish an electronics and information industry zone. Accelerating the construction of the national Information Technology Application Innovation (ITAI) Park located by Tongming Lake to attract high-tech projects in integrated circuits, new display technologies, internet, and technology services, with a focus on internet, integrated circuits, and new display technologies as leading industries. Integrating Hexi District and the Luanan District to develop a high-end automotive industry zone, promoting the clustering of upstream and downstream sectors of the industry chain in the surrounding areas. Cultivating new formats such as intelligent connected vehicles, with a focus on high-end automobiles and new energy smart vehicles as leading industries. Integrating the Jinqiao Industrial Base, Changziying Industrial Zone, and surrounding planned sites to create a smart manufacturing industry zone. Planning major smart manufacturing projects in line with national strategies and the functional positioning of Beijing, with a focus on robotics and smart manufacturing as leading industries.
"3" refers to the three major innovation service areas. We will focus on expanding the innovation, funding, and service chains around the advanced manufacturing industry, and vigorously develop high-quality productive services. We will also accelerate the development of high-quality lifestyle services, allocate basic public services such as education, healthcare, and culture reasonably, and significantly enhance the comprehensive capacity and service capabilities, aiming to create a demonstration area for the deep integration of advanced manufacturing and modern service industries. In addition, we will integrate areas such as Ronghua Road to create a financial technology innovation zone, attracting financial institutions and technology innovation projects, and optimizing service functions. We will also integrate key towns, relying on top-notch ecological spaces in urban parks, to layout regional headquarters for multinational companies, high-end business clubs, and promote the integration of high-end business and culture for high-end business clubs, driving the development of high-end business and cultural integration. We will integrate logistics bases to create intelligent logistics zones and implement unmanned warehousing operations.
"3" refers to the three characteristic industrial parks. To the west of the Beijing-Tianjin Expressway, at the intersection of the Liuhuan Road and Liangshui River, a green technology innovation park is planned and constructed, relying on municipal land, ecological wetlands, and agricultural land to create an internationally leading green technology demonstration area with integrated and concentrated technological innovations. Integrating the industrial zone of Caiyu Town, relying on the high-end automobile supporting industry, the Smart Automobile Supporting Park will be built, focusing on high-end automobile supporting and new energy smart automobiles. Planning for the future development of Qingyundian Town's industrial zone, strategic reserve lands will be strictly managed, exploring layouts for revolutionary technological innovations, and constructing a future industrial innovation park.

Space layout

Urban space pattern, economic patterns and urban-rural patterns will be adjusted and optimized to build the "433" urban functional clusters (four industrial functional areas, three innovation service areas, and three characteristic industrial parks).

Development of Yizhuang

In 2021, the economic development zone achieved the gross regional product of RMB266.6 billion Yuan and the gross industrial output value of RMB603.74 billion yuan, ranking the fifth place and the first place in the whole city respectively. Its main economic indicators lead the whole city, playing a due demonstration and driving role.

Phase 1.0 of the high-level autonomous driving demonstration zone has been completed. Seize the development opportunities of intelligent connected vehicles, pull together the resources such as the construction of the national innovation center, new energy vehicles manufacturing, autonomous driving testing, and the construction of new infrastructures, center on five systems of “vehicles, road, cloud, network and map”, strive to promote the construction of high-level autonomous driving demonstration zone, establish technical standards, and advance pilot policies, so as to build a sound industrial ecology of intelligent connected vehicles.

Industrial Development

After years of development, a trend of cluster development in four pillar industries, namely high-end automobiles and new-energy intelligent vehicles, new-generation information technology, biotechnology and massive health, robotics and intelligent manufacturing, has initially formed. In 2021, the four pillar industries achieved output value of RMB 527.21 billion Yuan, forming three 100-billion-level industrial clusters, and the number of market players doubled during the "13th Five-Year Plan" period.
High-end automobile and new-energy intelligent automobile industries: For high-end automobiles, an industrial cluster has been formed in the fields of design and development, finished vehicle production, engine and key components and parts manufacturing, with an output value of RMB197.11 billion Yuan in 2021.
The new generation of information technology industry: In the field of integrated circuits, a relatively complete upstream and downstream industrial chain covering IC design, wafer manufacturing, package test, and material and equipment has been initially established. In the field of new-type displays, a number of high-quality enterprises are gathered around the upstream and downstream industrial chain such as raw materials, panel manufacturing and a terminal application. In the field of innovation in information technology applications, the projects implemented cover the whole industrial chain of core chips, operating systems, databases, application software, complete machine manufacturing, etc., and 85 enterprises have settled in. The output value reached RMB105.18 billion Yuan in 2021.
Biomedical industry: Expand and strengthen the pharmaceutical preparation sector represented by Bayer, biopharmaceutical sector represented by Sanofi, modern Chinese medicine sector represented by Tonrentang, health care products sector represented by Baby Care and medical apparatus sector represented by GE. Strengthen the guarantee for the research and development of COVID-19 vaccines, and steady production of 1 billion COVID-19 vaccines by National Vaccine and Serum Institute, achieving an output value of RMB164.99 billion Yuan in 2021.
Robotics and intelligent manufacturing industry: The new energy and new materials sector represented by Goldwind Science & Technology, robot sector represented by Yaskawa Shougang, the key basic parts sector represented by SMC, and power equipment sector represented by Schneider and ABB. The output value reached RMB59.93 billion Yuan in 2021.

By 2021, BDA has more than 80,000 enterprises, including 4 100-billion-level enterprises, 10 ten-billion-level enterprises, and 62 industrial enterprises with the output value exceeding RMB1 billion Yuan.

"Three cities with one district" linkage

Focusing on key links such as achievements transformation, policy coordination, carrier construction and sharing of results, carry forward the fine tradition and experience of close cooperation between enterprises in the BDA and universities and research institutions in Zhongguancun, and sign cooperation agreements for linkage innovative development with three major science cities. The first 6 pilot base acceleration zones with 82,000 square meters have been launched and 162 projects of achievements transformation have been implemented. Built an online service platform of "three cities with one district", released 549 sets of shared equipment, 108 shared laboratories and provided 345 technical services. Implemented "Innovation Growth Plan" and "Innovation Partnership Plan", and reserved 112 projects.
