Overview

Zhongguancun Science City is in the northwest of Beijing. The main area covers 174 square kilometers, including ZGC Haidian Park and expanding to the whole area of Haidian District, Life Science Park and other parts of Changping District. It is the core area of Beijing International Center for Science & Technology Innovation.

In Zhongguancun Science City, there're well-known universities and research institutes represented by Peking University, Tsinghua University and Chinese Academy of Sciences, boasting abundant basic R&D resources. The research and development institutions represented by Beijing Academy of Artificial Intelligence, Beijing Academy of Quantum Information Sciences and Beijing Academy of Blockchain and Edge Computing (BAEC) have flexible systems and constantly contribute vitality. The sophisticated industrial system represented by big information and massive health maintains the continuous leading and demonstrative momentum to help the high-quality regional development; Innovation carriers such as university science parks and innovation incubators are emerging; Innovation factors such as equity investment institutions, intellectual property service organizations, talent service organizations, and alliances and associations are gathering at a faster pace, and the ecology of innovation and entrepreneurship has been continuously optimized. A number of well-known technology enterprises, such as Baidu, Xiaomi and Lenovo, have started here and marched into the world. Emerging leading enterprises, such as Bytedance, Cambricon and Megvii, have sprung up, and international enterprises such as Microsoft, IBM and SAP have set up R&D centers here. A vibrant "innovation rainforest" ecology is coming into being. The "mass entrepreneurship and innovation" of Haidian demonstration base has been commended by the State Council for five consecutive years.

Development history

May 1988

The State Council approved the establishment of China's first state-level high-tech zone - Beijing New Technology Industry Development Experimental Area (predecessor of ZGC Haidian Park).

March 2009

The State Council approved the construction of Zhongguancun Science Park as a national independent innovation demonstration zone.

August 2012

Nine ministries and commissions of the State and Beijing Municipality agreed to build the national technology and Fintech functional zone based on the core area of Zhongguancun.

1980

Chen Chunxian founded China's first private science and technology institution at Zhongguancun, and "Zhongguancun Electronic Street" located at Haidian District began to develop and grow stronger.

May 1999

The State Council approved the Request for Instructions on Implementing the Strategy of Rejuvenating the Country through Science and Education to Accelerate the Construction of Zhongguancun Science Park, Zhongguancun entered a new development stage and ZGC Haidian Park was established.

April 2009

Beijing Municipal People's Government approved to accelerate the core area construction of Zhongguancun Science Park.

September 2016

The State Council issued the Overall Plan for Beijing to Strengthen the Construction of the National Science and Technology Innovation Center, and put forward an overall plan for the construction of Zhongguancun Science City.

January 2018

Haidian District officially issued the Several Measures on Accelerating the Construction of Zhongguancun Science City (referred to as "16 Measures on Innovative Development" of Haidian District), and gathered strength of the whole district to focus on Zhongguancun Science City, so as to accelerate the construction of the core area of science and technology innovation center.

September 2020

The State Council approved Beijing to construct a national comprehensive demonstration zone for wider opening up of the service industry, and the pilot area covers the whole area of Zhongguancun Science City.
The State Council issued the overall plan for China (Beijing) Pilot Free Trade Zone, including an area of 31.85 square kilometers of the science and technology innovation area, and 21.59 square kilometers are within Zhongguancun Science City.

September 2013

When all the members of the Political Bureau of the CPC Central Committee went to Zhongguancun for study, General Secretary Xi Jinping stressed that Zhongguancun shall make it fast to march into the line of global influential science and technology innovation center.

February 2017

Beijing proposed to accelerate the construction of a national science and technology innovation center with global influence with the platform of "three cities and one district". Zhongguancun Science City became one of the main platforms for the construction of Beijing as the national science and technology innovation center.

August 2019

The administrative organization of Zhongguancun Science City was officially inaugurated, and the Party Working Committee and Administrative Committee of Zhongguancun Science City were established.

An ecologically livable city

Haidian is a famous scenic resort in Beijing. There are many scenic spots and historic sites in the area, and the garden scenery is pleasant, with "Three Hills and Five Gardens" as the most representative royal gardens. The district has a total of 47 parks, and Cuihu Wetland Park is the only national urban wetland park in Beijing. The per capita park green space is 14 square meters, ranking first in Beijing.

A city of innovation source

In recent years, Zhongguancun Science City has built a number of new R&D institutions, including Beijing Academy of Quantum Information Sciences, Beijing Graphene Institute, Beijing Institute of Collaborative Innovation, Beijing Academy of Artificial Intelligence, Global Health Drug Discovery Institute (GHDDI), etc. These new R&D institutions have the advantages of marketization of resource allocation, flexible operation mechanism, independent R&D activities, integration of industry-university-research and application, integration of innovative elements, and internationalization of development mode. They have continuously released vitality in their respective research fields and formed a sound momentum of sustainable development.

In 2018, Haidian District proposed to “implement the Zhongguancun Science City Proof-of-concept Support Program, supporting the proof of concept of the basic research achievements of universities and institutions in the region turning to application transformation, reducing the initial risk of transformation of scientific and technological achievements, and accelerating the formation of technologies and products that can connect with the market and capital". In October 2019, the first proof-of-concept center of the city -- “Zhongguancun Science City - Beihang University Proof-of-concept Center" was established. In 2020, the Tsinghua University Proof-of-concept Center and the Beijing Branch of the Chinese Academy of Sciences Proof-of-Concept Center were newly established, and the scale of the proof-of-concept is increasing to achieve a positive result.

A city of sophisticated industries

Zhongguancun Science City has formed a modern "sophisticated" industrial system with the big information industry as the pillar, the big health industry as the breakthrough point, the S&T service industry as the foundation, and the advanced manufacturing industry as the support. At present, the big information industry accounts for 40% of the total economic output of the region, the sci-tech service industry account for 18%, and the financial sector accounts for 12%; The information industry, S&T service industry and financial sectors account for over 70% of regional GDP and over 90% of contribution to economic growth.

The fields as AI, blockchain, big data, Fintech, 5G, Ultra HD video and so on lead the city's landscape, and promote the development of medicine & health, high-end equipment and intelligent manufacturing, energy and environmental protection, new materials, cybersecurity, integrated circuit design, intelligent connected vehicles, aerospace and other fields simultaneously.

A city of innovative ecology

At present, Zhongguancun Science City has gathered 33 universities such as Peking University and Tsinghua University; There are 99 research institutes represented by the Chinese Academy of Sciences, 31 national engineering research centers, 106 state key laboratories, and 620 academicians, accounting for more than one third of the national total; 127 maker spaces, including 76 at the national level and 121 at the municipal level, accounting for 52% and 38% of the city's total, respectively; 51 technology-based business incubators, including 24 at the national level and 36 at the municipal level, accounting for 37.5% and 44% of the city's total, respectively; 86 ZGC innovation incubators and 19 hard technology incubators, accounting for 54% and 47.5% of the city respectively; the total incubation space of more than 3 million square meters; 467 social organizations working on science and technology innovation, including 88 associations, 232 industrial technology alliances, 132 private non-enterprise units and 15 foundations.

A city of opening-up and innovation

The opening-up expansion of the comprehensive demonstration zone promoted in the national service industry covers the whole area of Haidian, which is also the core area of Zhongguancun Science Park. The district will give full play to the advantages of the integrated "three districts" policies to further deepen the reform of science and technology mechanism and system, strengthen the protection and application of intellectual property rights, gather science and technology talents, expand international scientific and technological cooperation, so as to promote the growth of enterprises and the innovation level of Zhongguancun Science City, setting a good example in the construction of "two districts".

The Sci-tech Innovation Area of China (Beijing) Pilot Free Trade Zone covers a total area of 31.85 square kilometers, which is composed of Haidian Cluster and Changping Cluster, among which former one covers 21.59 square kilometers, mainly located in the north of Zhongguancun Science City. Based on the three major orientations of "digital economy pilot zone, global venture capital center and science and technology system reform pilot demonstration zone", and combined with the construction of "three cities and one district", the Haidian Cluster of Sci-tech Innovation Zone will focus on the development of the new generation of information technology, biology and health, science and technology services and other industries, and set a benchmark and demonstration in the digital economy, venture capital and science and technology system reform.
The "16 Measures on Innovative Development" of Haidian: In January 2018, Haidian District issued Several Measures to Further Accelerate the Construction of Zhongguancun Science City (referred to as "16 Measures on Innovative Development" of Haidian), proposing the implementation of nine major plans and seven major actions, which covers the layout of sophisticated industries, talent construction, innovation and entrepreneurship services, urban space optimization and other fields, with the purpose of breaking through the "pain points" and "blocking points" of innovative development. Among them, the nine major plans focus on the improvement of original innovation capacity, new R&D platforms' leading role, Fintech integration & innovation, and quality improvement of entrepreneurship services, etc.; The seven major actions cover fields such as urban space upgrading, urban function enhancement, technological city construction and technological citizen cultivation.
