Meanwhile, scientific and technological innovation is entering the era of big science, the paradigm of scientific research is undergoing profound changes, and the pace of embedding science and technology with industry is accelerating significantly. The "14th Five-Year Plan" period is the first five-year period for China to launch a new journey to realize the Second Centenary Goal of turning China into a great modern socialist country in all respects. It is also a critical period for Beijing to take the lead in exploring a new development paradigm.

On September 24, 2021, General Secretary Xi Jinping extended congratulations via video to the 2021 Zhongguancun Forum, putting forward new requirements for Beijing's scientific and technological innovation and Zhongguancun's development. At the fifth Plenary Session of the 19th CPC Central Committee, the CPC proposed to uphold the central role of innovation in the modernization drive and take sci-tech self-reliance and self-strengthening as the strategic support for national development, and support Beijing's strategic task to become an international science and technology innovation center. The sixth Plenary Session of the CPC Central Committee called on to promote self-reliance in science and technology. The CPC Beijing Municipal Committee and the Beijing Municipal Government clearly put forward the goal of building a new engine of international science and technology innovation center. To build a new development paradigm, Beijing should first build itself into an international scientific and technological innovation center successfully.

The construction of International Science and Technology Innovation Center takes promoting the capital high-quality economic growth as the main task, takes scientific and technological innovation and institutional innovation as the power, takes "Three Cities, One Area" and Zhongguancun National Innovation Demonstration Zone as the main platform. We emphasis on "four focuses", that is to work hard on key and core technologies, strengthen China's capabilities in strategic science and technology, create an open innovation ecosystem, improve the governance of the development of technology.

By 2025, Beijing will emerge as an international science, technology, and innovation center. By 2035, Beijing will become a prime destination for international talent, leading the world in innovation, competitiveness, and prestige. Achieving sci-tech self-reliance and self-strengthening at higher levels should always be considered a strategic support for becoming a leading power in science and technology, in order to show China's contribution in science and technology innovation.
