On June 11, the Beijing Economic-Technological Development Area, also known as Beijing E-Town, held a certification ceremony for the "regulatory sandbox" approval mechanism for commercial performances by digital humans, presenting a "sandbox access certificate" and a Digital Artist Card to Yuri, an AI-powered virtual idol. The move marks the official launch of the country's first "regulatory sandbox" pilot program for digital artists in Beijing E-Town.
The "regulatory sandbox" approval mechanism creates a safe and controlled testing environment for companies, allowing them to conduct trial operations before formally entering the market. It serves as a bridge to market entry and complaint operations, while also providing a platform for emerging business models to be tested in a regulated setting.
Yuri is an exclusive "digital resident" of Beijing E-Town. With more than one million followers across online platforms, she is run by a team with sophisticated technical capabilities and rich experience in commercial operations. Not long ago, Yuri received China's first identity certification for a digital idol in this area. The newly issued Digital Artist Card, also the first of its kind nationwide, is a dedicated compliance certificate under the digital human regulatory sandbox pilot program in Beijing E-Town, designed to standardize the management of virtual performing arts entities.
While opening up a compliance pathway, the Beijing Economic- Technological Development Area has placed security safeguards at the core of the "regulatory sandbox" approval pilot. A dedicated review panel has been formed to conduct rigorous pre-admission security reviews across key areas including the confirmation of digital human intellectual property rights, large-model content safety, and on-site and online operational security, in order to safeguard the bottom line of content safety.
In addition, relevant authorities will use information technology to carry out real-time dynamic monitoring of commercial performances by digital humans. They will establish a closed-loop management mechanism that combines timely alerts for potential risks with rapid human intervention, ensuring that innovative initiatives move forward in an orderly manner within safe and controlled boundaries.
