Welcome Message from the Chairs of DBAR2026 and ISEO2026

Dear Colleagues,

It is our great pleasure to invite you to participate in the 10th International Conference on the Digital Belt and Road (DBAR2026) and the 6th International Symposium on Earth Observation for Arid and Semi-Arid Environments (ISEO 2026). These joint events are co-organized by the Digital Belt and Road (DBAR) Program, the International Society for Digital Earth (ISDE), the National Academy of Sciences of the Kyrgyz Republic (NAS KR), the Ministry of Digital Development and Innovative Technologies of the Kyrgyz Republic (MDDIT KR), the International Research Center of Big Data for Sustainable Development Goals (CBAS), the International Medical University of the Kyrgyz Republic (IMU KR), and the Prefecture Administration of Kashgar, China.

The 10th DBAR Conference marks an important milestone and reflects our continued commitment to serving a vibrant and diverse community of experts, innovators, policymakers, and leaders dedicated to advancing sustainable development through digital science and technology. Over the years, our collective efforts have strengthened the role of data, digital innovation, and collaborative research in shaping a more inclusive and sustainable world.

The ISEO Symposium serves as a forward-looking platform for advancing the science, technology, and applications of Earth observation. It is dedicated to deepening our understanding of global change and promoting sustainable resource management. We expect the symposium to demonstrate that Earth observation technologies are a transformative force, offering powerful tools for monitoring progress, supporting decision-making, and accelerating the achievement of the Sustainable Development Goals.

Under the overarching theme, “Advanced Earth Observation Technologies to Support Sustainable Development under the Belt and Road Initiative,” the joint events will highlight the urgent need to accelerate global progress as we approach the 2030 deadline of the United Nations Sustainable Development Agenda. The program will emphasize emerging technologies, particularly data science and artificial intelligence, to support informed decision-making and effective policy development.

The combined DBAR2026 Conference and ISEO2026 Symposium will provide a unique platform for multi-stakeholder engagement. The year 2026 represents a new stage in the implementation of the UN 2030 Agenda for Sustainable Development. We hope that these events will create new opportunities for advancing academic research and sharing expertise in digital technologies, artificial intelligence, and studies of arid and semi-arid regions, particularly in Central Asia. Furthermore, this joint platform will help initiate meaningful international collaborations in priority areas, assess our achievements, and define ambitious goals for the years ahead.

Sustaining development momentum beyond 2030 will require innovative policy instruments and strengthened digital capacities across regions. Our joint program will foster productive dialogue on research, capacity building, digital infrastructure, and the application of artificial intelligence to achieve the Sustainable Development Goals.

We would also like to warmly welcome all participants from around the world to a beautiful location on the shores of the magnificent Issyk-Kul Lake in the Kyrgyz Republic. We cordially invite you to join us at this landmark event to learn, collaborate, and innovate together.
