On October 29, 2025, Beijing's Frontier Institute of Regulation and Supervision Technology released the Global FinTech Hub Report 2025. The report shows that Beijing retained the first place in the overall ranking thanks to its globally leading advantages in FinTech industry scale, R&D investment, and information technology industry scale.
The "Top 50 Ranking" shows that the top 10 cities in the world (the term "city" referred to in this report can be a city or a region, the same below) are Beijing, San Francisco (Silicon Valley), New York, London, Shanghai, Shenzhen, Hangzhou, Singapore, Hong Kong and Paris.
In 2025, Asia continues leading the global competitive landscape of the FinTech industry. Among the top 10 cities, the proportions of cities from Asia, America, and Europe are 60 percent, 20 percent, and 20 percent, respectively. Of the six Asian cities, five are in China: Beijing, Shanghai, Shenzhen, Hangzhou, and Hong Kong. China and the United States continue leading the FinTech industry development, while the performances of multiple cities in Asia are now showing an upward trajectory. China's FinTech ecosystem index has risen rapidly by learning from developed countries in areas such as regulation, R&D, and talent cultivation.
The Frontier Institute of Regulation and Supervision Technology is a non-governmental, non-profit research institution guided by the Beijing Municipal Bureau of Local Financial Regulation and Supervision. It has released versions of the Global FinTech Hub Report for nine consecutive years.
