HSC will attract strategic Science and technology leaders and top research teams, and make innovations in such areas as organizational management and operation mechanism, financial support and use of funding, sci-tech achievements and intellectual property right, performance assessment and auditing, introduction of research teams, operation and management of facilities and platforms, in a bid to create an enabling environment for research and build up human resources capable to compete at the highest level in the international arena of science and technology.
HSC will support the University of Chinese Academy of Sciences in its efforts to fuse scientific research and education, allocate more resources to undergraduate education, interact with disciplines of various research institutions and explore a new model of high-level international education partnership;
With “developing strong and novel education programs with distinct characteristics” in mind, HSC will innovate school running models, partner with top research-oriented universities and set up high-level research-oriented campuses and colleges with distinct characteristics;
Facilitating the research institutions of the Chinese Academy of Sciences in settling in HSC.
Give fully play to the Chinese Academy of Sciences (CAS) in its leading role in HSC, and allocate more resources to innovation, integrate the innovation chain and develop a new technology structure centering on key areas of science.
Support the further development of CAS institutesthat have already settled in HSC, and facilitate the establishment of national key laboratories and Centers for Excellence, as well as give full play to the role of leading researchers.
Innovate the organization of scientific research and facilitate the integration of innovation chains of relevant CAS institutes, particularly in priority areas in line with the vision of HSC, and formulate policy mechanisms for the relocation of such institutes to the HSC in full.

Innovate models of organization and set up new research institutions to attract top talent and teams at home and abroad;
Facilitate cooperation between existing research institutions and innovation-oriented enterprises in key Science and technology areas with potential for breakthroughs;
Facilitate the settlement of international cooperation organizations and attract influential international Science and technology cooperation platforms, international Science and technology organization headquarters and non-profit organizations;
Attract technology firms and enterprises engaging in the R&D, manufacturing and operation of scientific facilities and instruments, as well as scientific experiment service providers;
Support high-growth startups and “Gazelle companies”, and bring in and foster unicorns and companies with great potential to become industry leaders;
Connect with fund institutions and guide the development of Science and technology entrepreneurship teams and fast-growth enterprises.
